I volunteered to organize a Blog Tour last night.

I know I have people on my flist who have done this.
I was wondering, is it more effective to start with a small group and blog on each other's blogs? Or to take it out to bigger public blogs like a roadshow?
Or both?

Is it a Blog Tour for a group of people? I've only ever done a blog tour for myself, where I guest-blogged on a bunch of other people's blogs in a week or so. But I have seen people do a Blog Hop, where they each post a blog entry in their own blog but with links to the next "stop" on the hop, so that all the entries on each writers blog are linked together. But, you know, it's the Internet, whatever works for you. :-)

A tour that hits some of the bigger blogs gains more notice than a bunch of authors circulating along their own blogs. The object of a blog tour is to gain new readers for the authors involved and the -best- way to do that is to bring in new readers from other blogs. Otherwise you wind up sharing the same bunch of readers rather than finding totally new people interested in the books you write.

In our experience, limiting a blog tour to 5-7 days is a good idea. Readers get bored quickly, and it's a lot harder to come up with dozens of posts that are relevant and interesting.

The best thing is to try and book slots on popular genre blogs. Author blogs are fine if the author has a large following on their blog. Some of the blogs, though, book weeks or months in advance. :) So, if this is your first blog tour, I'd say do 7 days, book 4 genre blogs and host on 3 author blogs. It would keep the pressure down a bit, but give you the exposure you're looking for.
