The prize breakdown is this:

Eggs are free at panels and with purchase. 25c at the booth.

Is a 1 in 10 chance a good one? Would it be enough for you to pick up an egg when the basket is passed around at a panel and you're told "Please take one, take two. I have a gross of them."

Would you spend 25c to get one at the merchant booth? You're guaranteed some candy, could be a condom, could be something a lot better.

Would you turn the plastic egg back in so the lady can run the promo again?

I've seen the tree when it was but a seed, but I've never seen handcuffs in eggshells before.

It seems to be a perfectly reasonable chance, especially since you'll be giving most of them away for free.

I'm now wondering if there is a way to include "tea brewed in eggshells" in your promo. You probably can't use real brewed tea, but you might be able to put a teabag in some. Which, from some of the excerpts I've read, might have entirely different connotations, coming from you.

I think there are instructions online on how to use eggshells to bake egg-shaped brownies, which might be a really cool extra prize to put in some of the eggs, if they fit. And I've been mulling over the thought of using plastic eggshells to make rainbow jello eggs....

Note: if you take the brownie suggestion, I would recommend wrapping them in plastic wrap before putting them in the eggs. You don't want to put in all that effort and then let them get stale.

If I attended OutLantaCon (or any other con you did this promo at) I would take an egg and see what I won and would return said egg for future use by you. I think the chances are good to win one of the big prizes and even if I only got some candy out of it that would be fine too since I have a major sweet tooth.
